Alright, let's review.
--It can't fit in a shoe box and isn't smaller than Biff's hand.
--He does not hold it in his hand, but won't commit to it not being small enough to do so.
It's on his desk, has no moving parts, and doesn't use electricity.
My first thought is a dumbbell, but that would be held in his hand.
My second thought is a globe (He's Got the Whole World in His Hands, get it?), but most globes having moving parts.
These are not guesses, just thinking aloud.
